Systems of Care
Systems of Care Definition:

A system of care is a "comprehensive spectrum of mental health and other support services which are organized into a coordinated network to meet the multiple and changing needs of children and adolescents with serious emotional disturbance and their families" Wraparound services are just one aspect of a system of care.

A system of care involves the cooperation of everyone who has a role in serving a child with emotional and/or behavioral disorders, including family members, educators, mental health workers, social services, health services, the juvenile justice system, and community and recreational agencies.


Core Values:
1.      The system of care should be child centered and family focused, with the needs of the child and family dictating the types and mix of services provided.
2.     
The system of care should be community based, with the locus of services as well as management and decision making responsibility resting at the community level.
3.      The system of care should be culturally competent, with agencies, programs and services that are responsive to the cultural, racial and ethnic differences of the population they serve.

Do Systems of Care work?

Studies suggest that effective systems of care:

·           Reduce the number of costly hospital and out-of-home residential treatment placements

·           Improve how children behave and function emotionally

·           Improve school performance

·           Reduce violations of the law

·           And provide services to more children and families who need them.


Children's Behavioral Health
Development Team

The Children's Behavioral Health Development Team is the advisory body of Wraparound Tulsa. It is comprised of local community agencies and organizations, parents and community members all coming together in a partnership. Referral Team
This team is responsible for reviewing all referrals to Wraparound Tulsa and deciding on acceptance or referral to a more appropriate program(s). The team meets at the Community Service Council of Greater Tulsa, 16 East 16th Street, Suite 202. Contact us for dates and times.

Whether the referral is made by the family itself or another referring source, the first thing the family must be aware of is that their admittance and success in the program will depend on constant, active participation by the family in all the aspects their family team decides upon. The family is the highest voting members of that team, and it takes their efforts to complete the goals set by their team. Wraparound Tulsa is here to empower a family with the skills it takes to succeed, not enable them by completing their goals for them. The biggest goal of Wraparound Tulsa is for the family to succeed without the added assistance of the program.

Current referral Criteria includes:
  • A child with a serious emotional and/or behavioral problem.
  • The child is between the ages of 5 and 21.
  • The child and family is living inside Tulsa County and attending or eligible to attend a school inside Tulsa County.
  • The child is in need, has received or has requested services or support from two or more support systems.
  • The child is at risk of out of home and/or school placement.
The referral process is fairly simple, but it does take a form that we have provided in three parts below. The first part if the main referral form; the second part is the consent forms, which must both be filled out before we can process the referral; and the third part is an explanation of the wraparound process titled "Is wraparound puzzling to you?", which is a handout for the family.
